Library policies
Your Library Card

All Allegheny County residents can sign up for a library card at the library circulation desk. Library cards are free, and give you access to wide variety of library materials not just in the Carnegie Library of Homestead, but in all of Allegheny County!

To apply for a library card you must show identification which includes a photo and proof of current address.

Acceptable photo ID includes a PA driver's license, a PA state identification card, passport, military ID, work ID, student ID, or a medical insurance card.

Acceptable proof of address includes a PA learner's permit, vehicle registration card, vehicle insurance card, medical insurance card (if it carries address information), lease or rental agreement, property tax receipt, utility bill, paycheck (dated within 4-6 weeks), credit card statement, or bank account statement.

**Please Note: A driver's license DOES NOT fulfill both of these requirements. A document with proof of address is required.

Minors under the age of 18 must be present with a parent or guardian to apply for a library card. The parent or guardian must have photo ID and proof of address and must sign the application.

Please report lost or stolen library cards immediately. Bring ID to the library and Circulation Desk staff will deactivate your old card and issue you a new one. There is a $1.00 charge for a new card.

         ~ 55 different magazine subscriptions, both current and back-issue

         ~ 1,800 DVDs and VHS tapes

         ~ 1,300 musical CDs, books on CD, and books on tape

         ~ Free computer use

         ~Free internet access and WiFi

         ~ Interlibrary Loan

         ~ Reference assistance in person, by phone (412-462-3444 x231) or by email.

         ~ Photocopier ($0.15 per copy plus tax)

         ~ Copies (black and white $0.15 per copy plus tax, color $0.50 per copy plus tax)  

         ~ Fax machine, ingoing and outgoing ($1.00 per page)

         ~ Microfilm reader and printer

         ~ Typewriter

         ~ Historical files

         ~ Homestead Messenger from 1880 on microfilm

         ~ Programs for all ages, including weekly programs in the Children's Room and free computer                       classes for adults and senior citizens. For information on specific events please view our                         Events Calendar.

Loan Periods

         ~ 3 weeks for books, books on CD, and books on tape.

         ~ 3 weeks for DVDs and VHS tapes

         ~ Reference materials are for in-library use only.

Fines

         ~ Fines are calculated and accumulated on days when library is open

         ~ $0.10 per day per book, book of CD, and book on tape

         ~$0.50 per day per DVD and VHS tape

         ~ Fines on your account must be less than $10.00 in order to have access to                                       computers, internet, and other library services.

         ~ Borrower is responsible for the replacement cost of lost or damaged items.

Renewing Library Materials
You can renew your library materials at the circulation desk, online, or by calling 412-462-3444.
Requesting Materials Online
You can request materials from any public library in Allegheny County. When you find the item you want in the online catalog, click on the purple box where it says"Request This Item". You will then have to enter your name, library card number,and the library where you would like to pick up the item.
Library Rules

Appropriate Library Behavior:

Your entrance to the Carnegie Library of Homestead indicates that you are willing and able to act courteously toward all other persons there; act respectful with regard to public property; and, follow the rules of the library facility.

To provide an orderly and pleasant public environment, staff of this building are authorized to make judgments regarding individual or group behavior. If you are not following these rules you may be asked to leave the library, and your library privileges may be suspended temporarily or permanently. Appropriate law enforcement authorities will be promptly notified of any unlawful activity.

         Library Rules of Behavior

         ~ Treat library staff with respect and civility

         ~ Treat other library users with respect and civility

         ~ Walk through and around the building and on the steps--no running

         ~ No coarse or vulgar language is permitted in the library

         ~ Speak in a quiet tone of voice

         ~ No hitting or touching other library patrons

         ~ You must get up from the computer when your time has expired

         ~ No more than two persons are permitted at any on computer at one time

         ~ Keep your children with you at all times

In order to provide a safe and comfortable library environment, the following are NOT permitted:

         ~ Destruction or theft of library materials or property

         ~ Use of alcohol or illegal drugs

         ~ Disorderly, disruptive, or boisterous conduct

         ~ Threatening, harassing, or intimidating language or behavior

         ~ Food or beverages

         ~ Smoking

         ~ Weapons

         ~ Bathing or shaving in library restrooms

         ~ Solicitation of any type

         ~ Use of cell phones

Library patrons are expected to maintain an acceptable standard of personal hygiene Physically unpleasant condition, including unpleasant body odors that may offend other library patrons and infested clothing or personal effects is unacceptable. Shirts and shoes must be worn at all times.

The Library reserves the right to expel any person whose behavior is disruptive or whose actions interfere with the use of the library by other patrons.

Internet Use Policies
The Carnegie Library of Homestead is pleased to offer access to the Internet through the World Wide Web (WWW). This resource is available through the library's participation in the Electronic Information Network (eiNetwork). The library does not offer other Internet services such as newsgroups, inter-relay chat, or electronic mail, except to the extend to which these services are available via the    World Wide Web.

computer user The Library endorses the American Library Association Library Bill of Rights.  All library users are provided equal access to  resources available on the Internet. However, the Internet is an unregulated medium, enabling access to material that may be offensive, disturbing and/or illegal, as well as materials that are personally, professionally and culturally enriching to individuals of all ages. The Carnegie Library of Homestead does not control any of the resources available through the Internet. Although library staff will make every effort to guide users to sources on the Internet which enhance the library’s collection, it is not possible to apply the same selection criteria which are used for other materials. Each user must accept responsibility for determining content.  The Library does not endorse the viewpoints or vouch for the accuracy or authenticity of information accessed via the Internet.  Each user must determine what information is appropriate.

Library personnel do not monitor or supervise Internet access.  Parents or         guardians, NOT the library staff, are responsible for Internet information selected and/or accessed by their children.  Parental supervision of children searching the Internet is advised.

Viewing of certain materials in the public library may be considered improper in time, place or manner. Users may not display on screens and/or printers materials that may be unlawful or prohibited under any applicable federal, Pennsylvania, or local laws. The Library staff will be the sole arbiter of what constitutes unacceptable content.

Material on the Internet and the World Wide Web is copyrighted. It is the user’s responsibility to be aware of the display of any notices concerning the copyright of information on the Web and to respect the copyright laws of the United States.

The Carnegie Library of Homestead shall not be party to any purchases of services or merchandise made over the Internet and shall not be liable for any costs or damages arising out of such a transaction. Any purchases that a child makes, with   or without a parent or guardian’s knowledge, will be the responsibility of the parent/legal guardian.

While Library staff will assist users in accessing the Internet, users are nevertheless responsible for their own searches.

         Internet privileges may be revoked if you:

  • Display materials that could be construed as obscene or offensive
  • Use the connection for a purpose that would break any local, state, or federal law
  • Damage, misuse, reprogram, or tamper with the Library’s computer equipment or software
  • Enter a chat room if you are under age 18
  • Use personal software programs or insert any CD without express authorization from the Library staff.
  • Print without paying for copies
  • Act in a way that the Library staff deems inappropriate

The Library reserves the right to enforce Internet policies. Users who knowingly disregard Library policies may be denied use of Library computers, asked to leave the building, or reported to appropriate law enforcement. The Library reserves the right to end an Internet session at any time if it is creating a disturbance.

Library computers must not be used for fraudulent or unlawful purposes, including any activities prohibited under any applicable federal, Pennsylvania, or local laws, including activities in violation of 18 PA Cons. Stat. sec. 5903.
